The Goa government has amended the Goa Public Gambling Act to impose heavier fines and stricter consequences on casinos violating licence conditions. As per the August 6, 2025 notification, first-time offenders will now face a penalty of INR 25 lakh. Repeat violations will attract INR 50 lakh for the second offence and INR 75 lakh for the third or further breaches. These measures aim to ensure compliance and discourage operators from ignoring rules.
Beyond monetary fines, the amendments introduce tougher enforcement measures. Persistent offenders risk losing their operating licences altogether, along with the forfeiture of their security deposits. This provision highlights the government’s intent to enforce accountability within the industry and protect the state’s regulatory credibility.
The casino sector plays a vital role in Goa’s tourism-driven economy, drawing both domestic and international visitors. However, it has faced criticism over social consequences and allegations of weak regulation. The latest amendments seek to address these concerns with tighter oversight.
